Infowars.com has received a document originating from Halliburton subsidiary KBR that provides details on a push to outfit FEMA and U.S. Army camps around the United States. Entitled “Project Overview and Anticipated Project Requirements,” the document describes services KBR is looking to farm out to subcontractors. Services up for bid include catering, temporary fencing and barricades, laundry and medical services, power generation, refuse collection, and other services required for temporary “emergency environment” camps located in five regions of the United States.
Internment Camp Services Bid Arrives After NDAA
KBR’s call for FEMA camp service bids arrives soon after the Senate overwhelmingly passed the National Defense Authorization Act (NDAA) which permits the military to detain and interrogate supposed domestic terror suspects in violation of the Fourth Amendment and Posse Comitatus.
Section 1031 of the NDAA bill declares the whole of the United States as a “battlefield” and allows American citizens to be arrested on U.S. soil and incarcerated in Guantanamo Bay.
A number of civil liberties groups have come out in strong opposition to the legislation, most notably the Japanese American Citizens League (JACL), the nation’s oldest and largest Asian American civil and human rights organization.
In a letter addressed to Congress, S. Floyd Mori, the national director of JACL, said the NDAA is the first time that Congress has scaled back on the protections provided by the Non-Detention Act of 1971. Mori said the legislation, if enacted and put into use, would be reminiscent of the unconstitutional indefinite detention of Japanese Americans during World War II.

KBR Instrumental in Establishing Camps in 2006
In 2006, KBR was awarded a contingency contract from the Department of Homeland Security, allegedly to support its Immigration and Customs Enforcement facilities in the event of an emergency, Market Watch reported.
The contract was effective immediately and provided for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs, KBR said. The contract may also provide migrant detention support to other government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster, the company explained.

Army Releases Civilian Inmate Labor Program Document
Soon after KBR’s announcement, a little-known Army document surfaced. Entitled the “Civilian Inmate Labor Program,” the unclassified document describes in detail Army Regulation 210-35. The regulation, first drafted in 1997, underwent a “rapid act revision” in January 2005 and now provides a policy for the creation of labor programs and prison camps on Army installations.
National Emergency Centers Act
In 2009, the National Emergency Centers Act or HR 645 was introduced in Congress. It mandates the establishment of “national emergency centers” to be located on military installations for the purpose of providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.
In addition to emergencies, the legislation is designed to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse, as Paul Joseph Watson noted in January of 2009.

Also in 2009, the Army National Guard began posting advertisements calling for Internment/Resettlement Specialists, a fact noted by Infowars.com, Prison Planet.com and other alternative media outlets but ignored by the establishment media.
Precursor: Rex 84 Mass Detention Operation
Rex 84, short for Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the Mexican/US border, the same pretense used in the language of the KBR request for services.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive “scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be “national security threats.”
Rex 84 was devised by Col. Oliver North, who was with the NSC and appointed liaison to FEMA. John Brinkerhoff, the deputy director of “national preparedness” programs for FEMA, and North designed the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes” in the event of a black militant uprising in the United States.
DHS Coordinating Occupy Arrests
Following a crackdown by police on Occupy Wall Street protesters around the nation, Oakland, California, mayor Jean Quan mentioned during an interview with the BBC that she was on a conference call with leaders of 18 US cities shortly before a wave of raids broke up Occupy Wall Street encampments across the country. It was later discovered that the FBI, the Department of Homeland Security and other federal police agencies had coordinated the often violent response to the protests.
New York Rep. Peter King, who heads up the House Homeland Security Subcommittee, signaled a sense of urgency when he said the federal government has “to be careful not to allow this movement to get any legitimacy. I’m taking this seriously in that I’m old enough to remember what happened in the 1960′s when the left-wing took to the streets and somehow the media glorified them and it ended up shaping policy. We can’t allow that to happen.”
The federal government responded similarly in the 1960s and 70s when the FBI organized and unleashed its unconstitutional secret police under the covert banner of COINTELPRO.
In addition to the DHS characterizing Americans supporting states’ rights and the Constitution as terrorists, the Defense Department’s Antiterrorism and Force Protection Annual Refresher Training Course in 2009 advised its personnel that political protest amounts to “low-level terrorism.”
Elements of the Police State Coming Together
The KBR document is more evidence that the federal government has established internment camps and plans to fill them with dissidents and anti-government activists that have been demonized consistently by the establishment media.
The NDAA was crafted precisely to provide the legal mechanism for tasking the military to round up activists it conflates with al-Qaeda terrorists. The plan was initially envisioned by Rex 84 and in particular Operation Garden Plot, an operational plan to use the Army, USAF, Navy, and Marine Corp. in direct support of civil disturbance control operations. It has since added numerous elements under the rubric of Continuity of Government, the overall war on terror, civil disturbance and emergency response.
The government has patiently put into place the crucial elements of its police state grid and overarching plan for the internment of political enemies.
We are quite literally one terror event away from the plan going live. As the DHS and the establishment media keep telling us, the next terror event will be on American soil and not the work of al-Qaeda but domestic patriot political groups. The FBI has specialized in creating domestic terrorists – or rather patsies – and shifting the blame over to their political enemies.

The photos and an interview with an eyewitness who described the facility and its inward facing barbed wire fence and one-way turnstiles add more compelling evidence to the indisputable fact that FEMA operates as a modern version of the Gestapo.

FEMA Camps for the American People
Numerous FEMA camps scattered across the country are not designed to temporarily hold displaced citizens during natural disasters as the government would have us believe. Despite the denial and dismissal of the corporate media – most notably Glenn Beck – the camps are intended for the real enemy of the government and its banker overlords: the American people.
In the above video, Alex also spotlights rendition facilities located at the Robert Mueller Airport in Austin, Texas, the Sand Point FEMA rendition hub in Washington state, and the notorious site at Pier 57 in New York City.
The LAX hub is especially pertinent as the military and LA cops engage in Posse Comitatus busting exercises this week. “The LAPD said the purpose of the training was in part to ensure the military’s ability to operate in urban environments,” CBS Los Angeles reported on Wednesday.
CBS, of course, did not draw any conclusions after it reported that military helicopters staged from Dodgers Stadium and ferried back and forth from local parks in the city. Sports stadiums have historically served as impromptu prisons for military dictatorships. (Editor’s note: see this article. Miami is attempting to use stadiums to house the homeless, thus setting a precedent.)
The government has conducted a number of beta tests over the years in preparation for mass arrests and ultimately extraordinary renditions to black site torture dungeons.
In addition to an alarming number of high profile military exercises, the government has worked in tandem with local police during events such as the the Republican and Democrat national conventions and periodic gatherings of the globalist elite in Pittsburgh and elsewhere. During the events, they have beta tested and honed their ability to arrest large numbers of people and hold them in squalid detention centers.

Legal Precedents and Police State Preparations
The NDAA, National Defense Authorization Act, and the Enemy Expatriation Act are recent efforts to build a legal – if entirely unconstitutional – foundation for the police state and its semi-secret network of gulags and rendition camps under the auspices of FEMA.
Prior to the NDAA, the government established important precedents through the Patriot Act and the Military Commissions Act, the latter a direct effort to nullify habeas corpus and allow the government to disappear suspected citizens.
The Constitution-busting Patriot Act emerged from the hysteria following the attacks of September 11, 2001, and spawned a raft of proposed “anti-terror” legislation, including The Universal National Service Act of 2003 and Patriot Act II, an earlier effort to trash habeas corpus. NDAA allows for the wholesale kidnapping and disappearance of American citizens into the above mentioned FEMA camps. The legislation was paraded before the American people under the guise of fighting phantom terrorists, but as a large number of legal experts, civil libertarians and commentators have noted, it is designed for the American people, not al-Qaeda miscreants.
The National Emergency Centers Act or HR 645 was established to provide a legal context for the camps covered above. The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country. Rex 84, Operation Cable Splicer, and Garden Plot are programs specifically designed to facilitate the recently enacted NDAA and the above mentioned legislation and more going back to Clinton in the wake of the OKC bombing and the Waco massacre in the 1990s.
The effort to turn America into a military police state where free-thinkers not drinking the government’s kool-aid can easily be disappeared into a nightmare world of secret CIA rendition flights to eastern European torture centers grew serious legs following the September 11 attacks and has entered a hyper state now that the NDAA is law.
Startling details on the rendition center at LAX adds more credence to the indisputable fact that the government is working to establish a network of camps for its political enemies. It underscores the fact that the controllers are hellbent on fully realizing fascism in America, complete with concentration camps where those opposed to the quest for global domination disappear, never to be seen again.

In response to federal overreach, most people tend to focus on three types of actions to stop them: elections, conventions, and lawsuits. While they all have their place in an overall strategy to defend the Constitution, none of them should be the first step forward. That is, if you follow the advice of the “Father of the Constitution.”
Here’s what James Madison had to say in Federalist #46. The Influence of the State and Federal Governments Compared:
“Should an unwarrantable measure of the federal government be unpopular in particular States, which would seldom fail to be the case, or even a warrantable measure be so, which may sometimes be the case, the means of opposition to it are powerful and at hand. The disquietude of the people; their repugnance and, perhaps refusal to cooperate with officers of the Union, the frowns of the executive magistracy of the State; the embarrassment created by legislative devices, which would often be added on such occasions, would oppose, in any State, very serious impediments; and were the sentiments of several adjoining States happen to be in Union, would present obstructions which the federal government would hardly be willing to encounter.”
Let me translate. Madison said that when the federal government passes an unconstitutional measure there are powerful methods to oppose it – amongst the people and in the states. He also pointed out that those methods were available even for warrantable, that is constitutional, measures.
Madison told us of four things that should be done to resist federal powers, whether merely unpopular, or unconstitutional.
1. Disquietude of the people – Madison expected the people would throw a fit when the feds usurped power – even using the word “repugnance” to describe their displeasure. That leads to the next step.
2. Repugnance and Refusal to co-operate with the officers of the Union – Noncompliance. The #1 dictionary of the time defined repugnance as “disobedient; not obsequious” (compliant). If you want to stop the federal government, you have to disobey them. Madison also suggested that people would perhaps directly refuse to cooperate with federal agents. This is an approach we preach here every day at the Tenth Amendment Center. James Madison apparently knew what we know today. The feds rely on cooperation from state and local governments, as well as individuals. When enough people refuse to comply, they simply can’t enforce their so-called laws.
3, The frowns of the executive magistracy of the State – Here Madison envisions governors formally protesting federal actions. This not only raises public awareness; executive leadership will also lead to the next step – legislative action.
4. Legislative devices, which would often be added on such occasions – Madison keeps this open-ended, and in the years soon after, which I’ll cover shortly, we learn how both he and Thomas Jefferson applied this step.
Madison also told us that if several adjoining States would do the same it would be an effective tool to stop federal acts. To repeat, he said that doing this “would present obstructions which the federal government would hardly be willing to encounter.”
Judge Andrew Napolitano agreed recently and said that people need to stop enforcing unconstitutional federal laws. He also said that if you could get an entire state doing this, it would make federal laws “nearly impossible to enforce.”
What’s important to note here, are some glaring omissions. The powerful means that Madison told us would be used to oppose federal power successfully did NOT include federal lawsuits in federal courts. He also did NOT include “voting the bums out” as a strategy, either.
FIRST RESPONSE
Compare that with how people generally respond to what they consider unconstitutional or unpopular federal acts today.
The first thing I tend to hear from people who are opposed to a federal act is the “vote the bums out” mantra. We’ll fire congress, right?
Or some people tell us we have to sue and let the courts decide.
I’ve got some news for you. There’s nothing from the founders – anywhere – in which they tell us that our first response to extreme, repeated violations of the constitution and liberty is to vote the bums out, or sue the feds in federal court. Nothing.
LEGISLATIVE DEVICES
Thomas Jefferson followed up on this in 1798 with the same kind of advice. That year, the Adams administration passed a wildly unconstitutional attack on the freedom of speech with the Alien and Sedition Acts. In response, while sitting as vice-president, Jefferson secretly drafted the Kentucky Resolutions, and here’s a little of what he wrote:
“The several states composing the united states of america are not united on a principle of unlimited submission to their general government.”
“where powers are assumed which have not been delegated, a nullification of the act is the rightful remedy”
“that every State has a natural right in cases not within the compact to nullify of their own authority all assumptions of power by others within their limits: that without this right, they would be under the dominion, absolute and unlimited, of whosoever might exercise this right of judgment for them”
Madison was consistent in his views on this. In 1798, he also drafted and help pass something known as the Virginia Resolutions, a state-level “legislative device” in response to the Alien and Sedition Acts. Here’s a key part:
in case of a deliberate, palpable, and dangerous exercise of other powers, not granted by the said compact, the states who are parties thereto, have the right, and are in duty bound, to interpose for arresting the progress of the evil, and for maintaining within their respective limits, the authorities, rights and liberties appertaining to them.
Like Madison advised in Federalist #46, both he and Thomas Jefferson advised a state-level response to dangerous federal acts. In 1798, neither of them even mentioned voting or lawsuits.
Jefferson told us that a “nullification is the rightful remedy.” And Madison told us that states are “duty-bound to interpose.”
When Daniel Webster called on these same principles in response to military conscription plans during the war of 1812, he said:
“The operation of measures thus unconstitutional and illegal ought to be prevented by a resort to other measures which are both constitutional and legal. It will be the solemn duty of the State governments to protect their own authority over their own militia, and to interpose between their citizens and arbitrary power. These are among the objects for which the State governments exist; and their highest obligations bind them to the preservation of their own rights and the liberties of their people”

Martial Law has already been established on paper, and a Supreme Court Justice now warns that the nation’s highest court would back executive orders to intern Americans, as it did during WWII.
Senior Associate Justice Antonin Scalia, the longest serving justice of the Supreme Court who has been on since the Reagan Administration, predicted that the Supreme Court would someday back moves by the federal government to intern Americans under martial law, citing the landmark Korematsu v. United States decision that upheld FDR’s Executive Order 9066 to round up and hold Japanese Americans in camps during WWII.
Never mind that this is blatantly in violation of the rights of Americans; time of war makes the laws fell silent Scalia cautioned.

“You are kidding yourself if you think the same thing will not happen again,” Scalia told students at the University of Hawaii law school. “That’s what happens. It was wrong, but I would not be surprised to see it happen again, in time of war. It’s no justification but it is the reality.”
Is Scalia right? Could it happen?
It already has been established, as far as on paper and in the preparation/contingency matrix for the Continuity of Government (COG). Power will be transferred to cadre of of Shadow Elite with a vague relation to the chain of succession outlined by the Constitution (and numerous supporting entities and agencies). Presidents Bush and Obama have both contributed significantly to the growing emergency powers declared and assumed by the executive branch over the years.
Just look at the atmosphere that took place after 9/11 – where the Bush Administration passed the draconian Patriot Act, established Homeland Security, beefed up TSA and waged both a broad, vague War on Terror and a narrower war in Iraq – all based on lies sold to the public under a heightened atmosphere of fear. Add to that the internment that happened at the Superdome during Hurricane Katrina and the other contingency plans for crisis. In 2008, Congressman Brad Sherman claims that such threats of martial law were made ahead of the vote for the Bailout and ensuing economic crisis.
How quickly would the Obama Administration or a future president use the powers of Executive Order to hold Americans in actual camps in the event of future crisis – be it natural disaster, false flag terrorism, economic collapse or wider war?
This question is particularly pertinent, given that acts of legislation such as H.R. 645 have been introduced to establish ‘National Emergency Centers’ for times of crisis and that hundreds of facilities in major metropolitan areas across the country have been designated for use as FEMA camps and readied for mass population processing and control… these authors have covered several of these facilities and relevant drills, and the intent is becoming very clear.
Justice Antonin Scalia’s comments only serve as further warning that this things may be coming to pass. May the individual people of America remain vigilant and true to our principles.

Once nations are put into needless debt by these private global bankers, they put the squeeze on them by forcing them to pay back usurious loans that make them go bankrupt. The way to fight back against the global robbers at the privately owned Federal Reserve Bank/IMF/World Bank and the big banks is entirely peaceful. Under the radar from the prying eyes of the public, South
Carolina made it legal to get rid of their homeless problem. The people were given a choice, FEMA Camps or jail.
The irony of it all was this happened right at the 50th Anniversary of Civil Liberties in August. The bad part is
different cities from Boston to New York are shipping off their homeless, and no one cares. Is this coming to a
town near you?
In August the city of Colombia, South Carolina, had a problem. A festival honoring the 50th Anniversary of the Civil Rights Movement was coming to town. They couldn’t be seen with all the homeless when guests arrived from all parts of the United States. So the city council held a vote and made homelessness a crime.
The Columbia City Council unanimously approved the plan, creating special police patrols that would enforce “quality of life” laws involving loitering, public urination and other crimes not necessarily restricted to the homeless population. Those officers would then offer the homeless a choice: Go to jail for their homelessness or be shuffled to a 240-bed, 24-hour shelter on the outskirts of town, which they wouldn’t be allowed to easily leave.
That second option isn’t jail, mind you, because the homeless are being confined with the help of a local charitable organization. It’s charitable incarceration, you see. The homeless can leave, but they need to set up an appointment and be shuttled by a van.”~Microsoft Media Net Money
Despite some news from the Main Stream Media, and Glenn Beck, it looks like the city went out of their way to begin staffing the 240 bed, 24 hour, razor wire topped FEMA camp that was supposed to be used in case of a disaster according to FEMA. Remember, these areas do not exist according to the news media. However the FEMA site has the plans and the implementations of them. FEMA has even built them for cities such as Galeston, Houston, New York, Boston, New Orleans, and even Colombia. Strange for areas that don’t exist.
South Carolina went through with the plans and they even caught the attention of the ACLU. In order for the homeless to “qualify” for the “temporary shelter” they would have to be one of the first 240 homeless to apply and wouldn’t be able to leave except by shuttle. They even went out of their way to remove some of the benches around the town so the homeless didn’t get comfortable and a hot line to call if you spotted homeless people for the residents.
But this is not the only area making it a crime for being homeless. It turns out that since 2011, the city of Boston is moving its homeless out of the city into what they call HOME Base near Salem away from the city. People in Southern California were getting concerned from homeless disappearing off the streets.
Most of the homeless in places like Sacramento are taken and driven out of town in tent cities of their own. They have made it a crime to be homeless and round them up and move them there. They are guarded and people have hotlines to call if they spot a homeless person. They ship them out and place them in these camps. They are not permitted to leave and they are not permitted to wander the streets of the bigger cities without a permit. If that is not a determent camp, I don’t know what is.
They are moving to make it a crime to be homeless in Miami as well. Where are they putting the people from these “round ups”?
The city of Columbia was quick to recant their law at the end of September, but there are several other cities and states that still have not. There are several individuals that have warned over the years to people that this would happen. If we do not find humanity in our hearts when does the the madness stop.
This is almost like the 1940′s rounding up of the undesirables happening right before our very eyes. The only thing different is that this is the United States and not Germany.
Now we have the the cutting of EBT and Food Banks by $5 Billion, Unemployment continuing to sky rocket, and over 3.5 million homeless with the numbers growing daily. We have 18.5 million vacation homes and homes in Detroit being sold for a dollar, but we can’t find places to house people other then FEMA camps? I think we all know what happens from here if we continue to let it.
When the people of bigger cities wake up to find that all the homeless have disappeared over night, you actually know where they are. The question is, are you next?

President Obama has officially asked for $3.7 billion in emergency funding to handle the tens of thousands of Central American children who've showed up unaccompanied at the U.S.-Mexico border seeking entry and support.
According to the Washington Post, "Administration officials said the request is part of a comprehensive strategy aimed at building more detention centers, adding immigration judges, and beefing up border patrols and air surveillance."
Critics have blasted the president's request for focusing little on controlling the border and, instead, spending the bulk of the money on new Homeland Security facilities, as well as administration money to the Dept. of Human Health Services and other agencies to care for the refugee minors. While the White House insists these children will likely not be allowed to stay, there is little reason to think they will be sent home anytime soon -- and the detention centers would suggest long-term plans to house mass numbers of refugees.
Obama's plan -- ostensibly to support migrant Central American children -- expands upon previous upgrades to federal government emergency powers.
In 2006, KBR (a Halliburton subsidiary) received a $385 million dollar contract to construct and operate some 600 detention facilities for Immigration and Customs Enforcement (ICE), operating under supervision from the Department of Homeland Security, "expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S." These detention camps would be used to process and hold migrants until deportation determinations have been made.
Estimates say that each of the 600 emergency centers could house up to 5,000 people, with a total capacity of some 400,000 -- raising questions about why the president would need several billion more in emergency funding to create new centers.
Of course, the KBR contract also covers use of the facilities for other emergencies, such as those where FEMA would house displaced Americans during various crises. The ICE-designated government facilities could also be used by other agencies to "support the rapid development of new programs" or as part of a "plan to react to a national emergency, such as a natural disaster,"
Early Republican skepticism suggests the bill may have trouble becoming law, but the nature of the request is revealing about the federal government's larger designs for immigration reform, amnesty and border (in)security.

FEMA Building Pricey Domes… ‘For Your Safety’

“Officials have started construction on one of their safe rooms,” reports KRGV. “They’re expected to be completed in a year.”
The Federal Emergency Management Agency is offering partial funding for construction of “safe domes” across Texas’ southern coastal region that will purportedly serve to shelter area emergency first responders and citizens “that are very difficult to evacuate in hazardous weather events.”
FEMA is supposedly footing a majority of the bill for the Texas Safe Shelter Initiative, an ambitious program started in 2010 which sought to erect about 35 expensive, domed structures in communities along the state’s coastline.
Many of the domes, which can cost small towns anywhere from just under a million dollars to more than $10 million, will ideally be outfitted with generators, trucks and emergency supplies, and can hold anywhere from 1,000 to 4,000 people depending on the circumstances. They will also double as community centers and gymnasiums while they’re not being used for emergencies.
The largely federally-funded igloo-like buildings have already cropped up in Central Texas towns like Edna, with a population of under 6,000, and North Texas towns such as Kountze and Lumberton, where the project already proved to be a boondoggle for the local economy.
Earlier this year in March, Lumberton ISD Superintendent John Valastro revealed the district had only secured partial funding to begin construction on the town’s Performing Arts Center dome, located near Lumberton High School.
In a stunning admission, Valastro told the Beaumont Enterprise the district opted to go ahead with the $9 million project, knowing full well they would be $4 million short before construction was completed.
FEMA had enticed Lumberton school officials by offering a $3 million grant towards the dome’s construction.
“When people say, ‘Why did you start something you can’t finish,’ well, I can give you three million reasons,” Valastro told the Enterprise. “$3 million from a grant is something we weren’t going to get again.”
While the auditorium did eventually get built (it’s touted on contractor ABCDomes.com‘s website), the FEMA money was only applied to construction costs and materials, leaving the town on the hook for $6.5 million to complete the project.
What’s worse is FEMA funds are “reimbursement grants,” meaning local municipalities have to “weather” the costs until the federal government decides to loosen its purse strings.
There are also questions regarding the domes’ costs compared to their efficiency. In Texas’ Rio Grande Valley, for instance, the nine domes being built, using tax payer funds, would only have the capacity to shelter 2.8 percent of the area’s population (about 36,000 people, according to census data). The rest would have to hunker down or endure heavily-trafficked evacuation routes.
Moreover, during emergencies the domes will only be used to house special populations: mainly city officials and first responders, and lastly displaced citizens.
For many, FEMA and “domes” will forever be inextricably linked ever since the agency’s bungled response to the 2005 Hurricane Katrina crisis in New Orleans, where for several days thousands of people crammed into the ill-equipped Louisiana Superdome.
During that debacle, between 15 and 20,000 evacuees packed the stadium previously used to house sporting events, suffering through unsanitary conditions and rampant violence and criminality. The structure lacked basic necessities like food, water and electricity, and several people died.

In the aftermath of the catastrophic event, FEMA leaders admitted in federal testimony that calls for help regarding the dire circumstances inside the dome were ignored, even when officials were told that several people inside were “near death.”
In light of its shoddy-at-best track record, FEMA’s move to match funds for “safe domes” is seemingly a further attempt by the federal government to dig its talons into small, rural communities under the guise of providing “safe” structures.
Despite that many will perceive the domes to be cleverly-disguised “FEMA camps” – which could potentially be used to shelter destitute populations during emergencies, such as a financial collapse – they also provide ample opportunities for the feds to weasel into Smalltown, USA and squander its pocketbooks.
