In response to federal overreach, most people tend to focus on three types of actions to stop them: elections,
conventions, and lawsuits. While they all have their place in an overall strategy to defend the Constitution, none
of them should be the first step forward. That is, if you follow the advice of the “Father of
the Constitution.”
Here’s what James Madison had to say in Federalist
#46. The Influence of the State and Federal Governments Compared:
“Should an unwarrantable measure of the federal government be unpopular in particular States, which would
seldom fail to be the case, or even a warrantable measure be so, which may sometimes be the case, the means of
opposition to it are powerful and at hand. The disquietude of the people; their repugnance and, perhaps refusal
to cooperate with officers of the Union, the frowns of the executive magistracy of the State; the embarrassment
created by legislative devices, which would often be added on such occasions, would oppose, in any State, very
serious impediments; and were the sentiments of several adjoining States happen to be in Union, would present
obstructions which the federal government would hardly be willing to encounter.”
Let me translate. Madison said that when the federal government passes an unconstitutional measure there are
powerful methods to oppose it – amongst the people and in the states. He also pointed out that those methods were
available even for warrantable, that is constitutional, measures.
Madison told us of four things that should be done to resist federal powers, whether merely unpopular, or
unconstitutional.
1. Disquietude of the people – Madison expected the people would throw a fit when the feds usurped
power – even using the word “repugnance” to describe their displeasure. That leads to the next step.
2. Repugnance and Refusal to co-operate with the officers of the Union – Noncompliance. The #1
dictionary of the time defined repugnance as “disobedient; not obsequious” (compliant). If you want to stop the
federal government, you have to disobey them. Madison also suggested that people would perhaps directly refuse to
cooperate with federal agents. This is an approach we preach here every day at the Tenth Amendment Center. James
Madison apparently knew what we know today. The feds rely on cooperation from state and local governments, as well
as individuals. When enough people refuse to comply, they simply can’t enforce their so-called laws.
3, The frowns of the executive magistracy of the State – Here Madison envisions governors formally
protesting federal actions. This not only raises public awareness; executive leadership will also lead to the next
step – legislative action.
4. Legislative devices, which would often be added on such occasions – Madison keeps this
open-ended, and in the years soon after, which I’ll cover shortly, we learn how both he and Thomas Jefferson
applied this step.
Madison also told us that if several adjoining States would do the same it would be an effective tool to stop
federal acts. To repeat, he said that doing this “would present obstructions which the federal government would
hardly be willing to encounter.”
Judge Andrew Napolitano agreed recently and said that people need to stop enforcing unconstitutional federal
laws. He also said that if you could get an entire state doing this, it would make federal laws “nearly impossible
to enforce.”
What’s important to note here, are some glaring omissions. The powerful means that Madison told us would be used
to oppose federal power successfully did NOT include federal lawsuits in federal courts. He also did NOT include
“voting the bums out” as a strategy, either.
FIRST RESPONSE
Compare that with how people generally respond to what they consider unconstitutional or unpopular federal acts
today.
The first thing I tend to hear from people who are opposed to a federal act is the “vote the bums out” mantra.
We’ll fire congress, right?
Or some people tell us we have to sue and let the courts decide.
I’ve got some news for you. There’s nothing from the founders – anywhere – in which they tell us that our first
response to extreme, repeated violations of the constitution and liberty is to vote the bums out, or sue the feds
in federal court. Nothing.
LEGISLATIVE DEVICES
Thomas Jefferson followed up on this in 1798 with the same kind of advice. That year, the Adams administration
passed a wildly unconstitutional attack on the freedom of speech with the Alien and Sedition Acts. In response,
while sitting as vice-president, Jefferson secretly drafted the Kentucky Resolutions, and here’s a little of what
he wrote:
“The several states composing the united states of america are not united on a principle of unlimited
submission to their general government.”
“where powers are assumed which have not been delegated, a nullification of the act is the rightful
remedy”
“that every State has a natural right in cases not within the compact to nullify of their own authority all
assumptions of power by others within their limits: that without this right, they would be under the dominion,
absolute and unlimited, of whosoever might exercise this right of judgment for them”
Madison was consistent in his views on this. In 1798, he also drafted and help pass something known as the
Virginia Resolutions, a state-level “legislative device” in response to the Alien and Sedition Acts. Here’s a key
part:
in case of a deliberate, palpable, and dangerous exercise of other powers, not granted by the said
compact, the states who are parties thereto, have the right, and are in duty bound, to interpose for arresting
the progress of the evil, and for maintaining within their respective limits, the authorities, rights and
liberties appertaining to them.
Like Madison advised in Federalist #46, both he and Thomas Jefferson advised a state-level response to dangerous
federal acts. In 1798, neither of them even mentioned voting or lawsuits.
Jefferson told us that a “nullification is the rightful remedy.” And Madison told us that states are “duty-bound
to interpose.”
When Daniel Webster called on these same principles in response to military conscription plans during the war of
1812, he said:
“The operation of measures thus unconstitutional and illegal ought to be prevented by a resort to other
measures which are both constitutional and legal. It will be the solemn duty of the State governments to
protect their own authority over their own militia, and to interpose between their citizens and arbitrary
power. These are among the objects for which the State governments exist; and their highest obligations bind
them to the preservation of their own rights and the liberties of their people”

WASHINGTON, D.C. - U.S. officials have argued that
atrocities committed by the militant group ISIS are barbaric and that the group is a threat to the homeland, but it’s worth remembering that the horrific violence
perpetrated just across the U.S. border by Mexican drug cartels is equally barbaric and the cartels also
pose a threat to Americans.
This week brought another bloody reminder of the cartel’s brutality. Mexican activist Maria Del Rosario Fuentes Rubio, a physician and citizen journalist
who had taken a prominent stand against Mexican cartels on social media, died with a bullet in her head. And
her killers, in an obvious effort to terrorize others, tweeted her murder.
Yes, as President Barack Obama noted in his Sept. 24 address to the UN General Assembly, ISIS is leaving a trail of rape, beheadings,
dead children and mass graves. The numbers are terrifying: More than 5,500 people have been killed in Iraq
since June, according to the United Nations.
But here are some numbers – also terrifying – from just across the U.S.-Mexico border: In 2013,
Mexican drug cartels murdered more than 16,000 people, andHuman Rights Watch estimates more than 60,000 people were
killed in drug-related violence from 2006 to 2012.
Here’s the part, however, that seems to get overlooked. Mexican drug cartels have
beenspreading out across U.S. cities for years. From Texas, to
Columbus, Ohio, to Raleigh, North Carolina – in 2010, at least 1,000 U.S. cities cited the presence of one
of the four major drug cartels according to aU.S. Justice Department report. According to that
report:
There is no disputing that Mexican cartels are operating in the United States. Drug policy analysts
estimate that about 90 percent of thecocaine, heroin, marijuana and methamphetamine on U.S. streets
came here courtesy of the cartels and their distribution networks in Mexico and along the Southwestern
border. DEA officials say they have documentednumerous cases of cartel activity in Houston, Los Angeles,
Chicago and Atlanta.
Cartel violence isn’t restricted to one side of the border. “Spillover violence” has taken thousands of U.S. lives, according to the FBI. In
other words, the cartel threat – while certainly different from the jihadist-style threat of ISIS – is
nevertheless a threat.
A whole stream of disturbing statistics about the Mexican drug cartels was brought to light in an
opinion piece written by Musa al-Gharbia, a research fellow at the Southwest
Initiative for the Study of Middle East Conflicts. This is not a list for the fainthearted:
Beheadings – Mexico is ranked directly below Iraq on the Reporters Without Borders World Press
Freedom Index. On May 13, 2012, Mexican authorities found at least 49 decapitated and
dismembered bodies along a highway in Nuevo Leon state, between the cities of Monterrey and Reynosa.
Killing children and
women - As if decapitations and hanging dead bodies from bridges wasn’t enough, the
drug cartels have made a practice of targeting women and children to further terrorize communities or prove they are tougher than the next
gang. Children are shot in cars, in their grandmother’s arms or sitting next to their parents.
Mass graves: Mexican
authorities have discovered several mass graves with hundreds of corpses of victims of the drug gangs
in recent years. Some are filled with victims of the drug wars, others with those
murdered for refusing to join the gangs. Most recently, as part of the search for 43 young Mexicans studying
to become teachers, searchers have found six mass graves but so far none of the bodies has been identified
as any of the missing students. Six mass graves, and they still haven’t found the
right mass grave.
As noted, the comparison between ISIS and the cartels
has its limits. Operation Inherent Resolve (the silly name the administration has given America’s military action against
ISIS) and the “War on Drugs” are about different threats. ISIS wants to vanquish all sorts of infidels,
including Americans. The drug cartels are about business – and anyone who gets in their way – including
Americans – is a target.
It comes down to this: If the U.S. is being spurred into action against ISIS because of indignation and a
threat to Americans, then it is worth remembering that a beheading in Mexico is just as horrifying as one in
Iraq or Syria – and a threat against Americans is still a threat whether it is the result of ideology or
criminal drug traffickers.

techniques of psychological manipulation used in warfare. These operations are used to deceive, confuse, disrupt
and demoralize the enemy, with an aim toward weakening enemy resistance or even causing enemy forces to surrender
and enemy populations to capitulate.

Lethal Force Against “Unarmed Civilians” During “Full Scale Riots” in U.S.
Training manual outlines "sniper response" during crowd

A document released by the U.S. Army
details preparations for “full scale riots” within the United States during which troops may be forced to engage in
a “lethal response” to deal with unruly crowds of demonstrators.
The appearance of the document amidst growing unrest in Ferguson, Missouri, with the National Guard
now being called in to deal with the disorder, is an ominous coincidence.
The 132-page document, titled U.S. Army Techniques Publication 3-39.33: Civil
Disturbances (PDF), was written in April 2014 and recently obtained by Public Intelligence.
The document makes it clear that the techniques detailed therein are to be applied both outside
and inside the “continental United States (CONUS)” in the event of “unruly and violent crowds” where
it is “necessary to quell riots and restore public order.”
The training manual outlines scenarios under
which, “Civil unrest may range from simple, nonviolent protests that address specific issues, to events that turn
into full-scale riots.”
The most shocking aspect of the document is the fact that it describes the deployment of a “lethal
response” directed against “unarmed civilians,” including “sniper response” and “small arms direct fire.”
Under the heading “sniper response,” the document states, “Ensure that target leaders or
troublemakers are targeted,” in addition to a passage which states, “Exploit the psychological effect of an
attack.”
Under the heading “small arms direct fire,”
the manual states, “Escalate gradually, starting with a small caliber, single round and work up to a large caliber,
automatic.”
Another graphic which depicts “escalation of trauma” directs soldiers how to use “riot batons” in
order to cause the necessary level of injury or death to the subject. “Deadly force final target areas” include the
back of the neck, the solar plexus, the neck, the spine and the head.
In light of events in Ferguson, where a
predominantly black community has faced off with militarized police, it’s interesting to note that the manual makes
reference to civil unrest that can arise out of “ethnic hatred” and, “Community unrest (that) results in urban
conflicts that arise from highly emotional social and economic issues.” The document also mentions how rioters
target “retail stores,” as happened during the looting in Ferguson.
“Significant ethnic differences in a community can create an atmosphere of distrust, even hatred……
(and) can cause an eruption of civil disorder that can lead to full riots,” states the document.
Although the document makes reference to the Constitutional rights of American citizens it goes on
to stress that such protections are null and void under a state of emergency, asserting that Posse Comitatus, which
is supposed to limit the power of the federal government to use military personnel domestically, “does not apply”
under declared “emergency authority” or “When the need for the protection of federal property or federal functions
exists.”
It is important to stress that this training manual applies to U.S. Army operations in foreign
countries as well as domestically on U.S. soil. Indeed, section 2-18 of the document goes into detail about
domestic protests such as the 1999 anti-WTO demonstration in Seattle.
The emergence of the document as National Guard troops prepare to descend on Ferguson, Missouri to
deal with looting and civil unrest follows a report we published
just a few weeks before the outbreak of the Ferguson riots which documented how National Guard troops were
training to detain unruly African-American citizens in prison camps before handing them over to police.
In a special video report, Alex Jones documented how the story was part of wider preparations by
the government for domestic disorder that have been ongoing for years.
We have reported previously on similar documents that outline how the U.S. Army would be forced to
resort to lethal measures in order to deal with unruly Americans during times of emergency within the United
States.
In 2012 we
coveredFM 3-39.40 Internment and Resettlement Operations, a U.S. Army manual that describes how
political activists in prison camps will be indoctrinated by specially assigned psychological operations officers.
The document makes numerous references to how government agencies like the DHS, ICE and FEMA will be involved in
the domestic internment of U.S. citizens during “civil support operations.”
A second US
Army Military Police manual that was leaked months later also outlined how military assets would be used
domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.
A report produced in 2008 by the U.S.
Army War College’s Strategic Institute warned that the United States may experience massive civil unrest
in the wake of a series of crises which it termed “strategic shock.”
“Widespread civil violence inside the United States would force the defense establishment to
reorient priorities in extremis to defend basic domestic order and human security,” stated the report, authored by [Ret.] Lt.
Col. Nathan Freir, adding that the military may be needed to quell “purposeful domestic resistance”.
Rex 84, short for
Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the
Mexican/US border.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive
“scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign
military commanders to take over state and local governments, and detain large numbers of American citizens
determined by the government to be “national security threats.”

Footage out of Fort Lauderdale, Florida shot earlier this
week shows military and law enforcement practicing the internment of citizens during martial-law style
training.
The clip shows armed troops arresting role players on the street before a column of prisoners are
marched towards a mock internment facility. Black Hawk choppers are also seen whizzing between buildings.
The exercise was accompanied by very little
media coverage. A Sun-Sentinel report said that Broward County police would be “assisting members of
the U.S. Special Operations Forces who are undergoing urban warfare training.”
The drill, which was held in locations the military refused to disclose beforehand, began on March
17 and ended on Friday. 200 military personnel from all four branches, Air Force, Army, Marines and Navy, took part
in the exercise.
“The goal is to prepare participants in realistic, unfamiliar training conditions before they
deploy for combat overseas,” states the report. Residents were advised “not to be alarmed by the Black Hawk helicopters in the
sky.”
Broward County also saw similar drills back in March 2014,
when Navy SEALS practicing storming a university building from a helicopter.
Concerns continue to circulate that such
drills are designed for dual purpose and are part of a plan to acclimate Americans to accept martial law in a time
of national emergency. As
we have exhaustively documented, the fact that preparations are being made to use the military during domestic
unrest is manifestly provable.
Jade Helm, an upcoming military drill that will involve nine states, caused controversy after Texas
and Utah were labeled “hostile” territory in documents related to the exercise.
As we reported earlier this
week, the exercise will involve soldiers operating “undetected amongst civilian populations,” to see if they
can infiltrate without being noticed.

A video out of Gainesville, Florida shows a man being
pulled over by camoflague-wearing cops driving an armored vehicle, a disturbing reminder that law enforcement in
America is becoming increasingly militarized.
The driver, Lucas Jewell, was pulled over
after he performed a rude hand gesture directed at the cops, but the issue is not about whether or not the
Jewell should have been harassed for flipping the bird, or whether he was also engaged in a “sexual act” as
another officer claimed.
The issue is why are police officers performing routine traffic patrols in armored vehicles that
wouldn’t look out of place in occupied Afghanistan?
“I’m really getting pulled over by a tank right now?” Jewell, a Navy veteran, states, to which an
Alachua County Sheriff’s Deputy responds “yes sir”.
Jewell refers to aU.S. Court of Appeals rulingwhich found that a “gesture of insult is not the basis for a
reasonable suspicion of a traffic violation or impending criminal activity.”
However, the cop is not interested and instead demands to see the Jewell’s license before making
him step out of the vehicle.
The officer then starts to get angry and threatens to arrest Jewell for “resisting” because he is
not obeying orders quickly enough.
The cop claims that Jewell performed an “improper hand signal”. Jewell responds by expressing his
shock that a “safe community” would need tanks patrolling the streets, stating, “I didn’t know we were in
Iraq”.
Another cop then objects to being filmed, claiming that the phone camera could be a firearm, before
Jewell is eventually allowed to leave.
“Deputies felt the need to dress up like soldiers because it was Orange and Blue Weekend, a
three-day celebration of festivities highlighted by a scrimmage football game between Florida Gator teammates
that was free and open to all ages,”reports Carlos Miller.
Concerns about the militarization of U.S. law enforcement have heightened since last year’s unrest
in Ferguson, Missouri.
In December,we reportedon comments made by a Spokane Sheriff’s Deputy defending the use of an MRAP
armored vehicle by saying it was needed to deal with the threat posed by “constitutionalists”.
“I mean, we’ve got a lot of constitutionalists and a lot of people that stockpile weapons, lots of
ammunition, they have weapons here locally,” the officer said.
During a New Hampshire city council meeting in 2013, former Marine Corps Colonel Peter Martino, who
was stationed in Fallujah and trained Iraqi soldiers, asserted that the Department of Homeland Security was
working with law enforcement to build a “domestic army,” because the federal government is afraid of its own
citizens. Martino was responding to the city’s Police Chief, who justified the necessity for the acquisition of
an armored ‘Bearcat’ vehicle byciting the “threat”posed by libertarians, sovereign citizen adherents, and Occupy activists
in the region.

A promotional video touting FEMA’s emergency response
capabilities shows U.S. National Guard troops training to detain unruly African-American citizens in prison camps
before handing them over to police.
The video appears on the official YouTube channel for
Guardian Centers, an 830 acre “disaster preparedness and tactical training validation
center” located in Georgia which is routinely used by FEMA and other government agencies to practice emergency
response procedures.
After the 2 minute mark in the clip, the scene cuts to a black woman who is struggling to escape
from the clutches of a uniformed soldier. The area is surrounded by concertina wire and guarded by other
troops.
The clip then shows the woman, along with another African-American, being handed over to local
police before being driven away.
Described
by CNN as the “doomsday Disneyland,” Guardian Centers is a mock city complete with a subway station that
“allow(s) a variety of responders to do a variety of drills in one location.”
The sight of National Guard troops training to detain Americans in prison camps is unlikely to
quell concerns that authorities are preparing for domestic disorder.
Back in 2012,
we reported onFM 3-39.40 Internment and Resettlement Operations, a U.S. Army manual that
describes how political activists in prison camps will be indoctrinated by specially assigned psychological
operations officers. The document makes numerous references to how government agencies like the DHS, ICE and FEMA
will be involved in the domestic internment of U.S. citizens during “civil support operations.”
A second US
Army Military Police manual that was leaked months later also outlined how military assets would be used
domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.
A report produced in 2008 by the U.S.
Army War College’s Strategic Institute warned that the United States may experience massive civil unrest
in the wake of a series of crises which it termed “strategic shock.”
“Widespread civil violence inside the United States would force the defense establishment to
reorient priorities in extremis to defend basic domestic order and human security,” stated the report, authored by [Ret.] Lt.
Col. Nathan Freir, adding that the military may be needed to quell “purposeful domestic resistance”.
Rex 84, short for
Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the
Mexican/US border.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive
“scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign
military commanders to take over state and local governments, and detain large numbers of American citizens
determined by the government to be “national security threats.”
Despite innumerable
indications that the federal government is making preparations for riots, the Department of Homeland
Security denied last
year that it was gearing up for domestic disorder. In 2011, DHS chief Janet Napolitano directed
ICE to prepare for a mass influx of immigrants into the United States, calling for the plan to deal with
the “shelter” and “processing” of large numbers of people.

civil unrest as America increasingly begins to resemble a militarized police state.
Following
brazen military drills in Miami and Houston, police in Illinois plan an active shooter scenario in a suburban
Chicago school today.
Students will be in classrooms at the Cary-Grove High School when police fire blanks
in the school hallway "in an effort to provide our teachers and students some familiarity with the sound of
gunfire," according to principal Jay Sargeant, CBS Chicago reported on Tuesday.
"From the school's request, they want to let the students know what the sound of
gunshot might be, should that occur in their school," Cary Police Chief Steven Casstevens added.
According to the school, parents were informed of the drill via email. Parent Kassy
Pinter told CBS Chicago she did not receive the email.
Many parents believe the "code red" drill is inappropriate and will frighten
children. "If you need to run a drill, you run a drill," parent Sharon Miller told a local radio station. "They run
fire drills all the time, but they don't run up and down the hallway with a flamethrower," she said in response to

Several groups appealed to the UN on Wednesday to assist in providing affordable water to
the residents of Detroit. In March, the bankrupt city sent 45,000 shutoff notices to
residents with overdue bills. So far, nearly 3,000 have had their water service terminated, and many more

NASHVILLE, Tenn. -- A massive military build-up is underway
right here in Tennessee.
Local law enforcement agencies are snatching up huge amounts of weapons -- from the Department of
Defense -- used in fighting in Iraq and Afghanistan.
Items include grenade launchers, mine-resistant vehicles and guns that have been deemed as surplus
by the Pentagon.
The equipment is cheap or free for local law enforcement agencies to acquire.
The federal program has fueled a debate about the militarization of our police departments.
McMinn County is located in the foothills of the Appalachian Mountains. It boasts beautiful
scenery, but its sheriff's department can boast something else.
The department received more military surplus guns than any other local department in the state
last year.
"We actually reconfigured the whole armory to accommodate all of this," said Sheriff Joe Guy.
Sheriff Guy oversees 31 officers and investigators, but his department received 161 army rifles and
pistols, including 71 M16 rifles and 71 .45-caliber pistols.
NewsChannel 5 Investigates asked, "Why does your department need all these guns?"
Sheriff Guy responded, "Well, we don't need this many. There was a little error in the order."
The Sheriff said the Army surplus program doubled his initial order, but he hasn't sent the guns
back.
"They're here as our department grows. We'll have additional firearms for future officers," Sheriff
Guy said.
McMinn County is not alone.

Investigates shows thousands of pieces of military equipment going to Tennessee law enforcement agencies.
Equipment used to fight in Iraq and Afghanistan is now going to local departments.
"The way this stuff is being distributed, it's kind of reckless," said author Radley Balko.
He has written a book, Rise of the Warrior Cop, that raises concerns about militarization of
American police departments.
"What we've seen is just a massive transfer of gear, guns, vehicles and other weaponry," Balko
said.
Law enforcement agencies can go to a website administered by the Department of Defense and look for
used equipment.
On the day we went to McMinn County, the department was looking for Humvees. Sheriff Guy reviewed
what was available.
"It looks good," Sheriff Guy said to an employee who was looking up a vehicle on-line.
The employee responded, "It's got 14-hundred miles on it."
"How many of those did you put in for?" Sheriff Guy asked.
"Three," his employee answered.
Sheriff Guy responded, "Three of those and one truck."
Departments pay a registration fee, then all the equipment is free. Individual departments must pay
for transportation and maintenance.
"The disbursement across the country is so uneven and random and sort of based on who is good at
manipulating the system," Balko said.
Thirty Tennessee departments just received mine-resistant vehicles. They were designed to protect
soldiers from road side bombs in Iraq and Afghanistan.
Lebanon Public Safety, La Vergne and Hendersonville Police Departments all received MRAPS.
"This is our newest armored protective vehicle," said Mike Justice with Lebanon Public Safety.
Justice hopes Lebanon police officers never use it.
"The situations we would use this vehicle in is hostage negotiations, putting this vehicle between
the bad guy and the good guys," Justice said.
He said the surplus program is critical to smaller departments. It provides equipment is not just
military in nature including trucks, lawn mowers and tents.
Many small departments could not afford them on their own.
"As a taxpayer, I paid for it the first time. When I paid my federal income tax, I paid for this
vehicle. So the citizens of Lebanon now get the benefit from it," Justice said standing beside the MRAP.
But Balko said the militarization of police departments comes at a price, like more SWAT raids.
"What we've done is encourage the police to become more like the military," Balko said.
"When you surround yourself with the weapons of war, with the language of war, you're going to be
much less likely to look for ways of resolving disputes using the least amount of force possible," Balko
continued.
Our investigation also found some departments can't keep up with the weapons they're getting.
The Tennessee Highway Patrol reported two M14s missing last year.
A TWRA park ranger had an M16 stolen from his vehicle -- it was later recovered.
And at the tiny Bean Station Police Department in East Tennessee, the police chief's son took an
M16 from the program and was arrested for impersonating a police officer.
"It's concerning that this stuff is getting lost or stolen because I think it again indicates how
little monitoring the Pentagon is doing once this stuff gets out of their reach," Balko said.
Sheriff Guy keeps his guns locked up and knows where each one is.
But for some, a department with five times more guns than patrol officers raises questions about
the military surplus program.
"There was never any sort of public debate on this, or public discourse. It all sort of happened
under the radar, and I think that's concerning," Balko said.
Late Thursday, the Department of General Services told NewsChannel 5 Investigates that it has
suspended the state coordinator of the Law Enforcement Support Office (LESO).
Elbert Baker is on administrative leave with pay. The Department of General Services stated it
discovered that it had given inaccurate and incomplete information to NewsChannel 5 Investigates.
We had asked for documentation involving missing weapons in the LESO program.
The state has alerted its auditors and is conducting a review of LESO files, records and internal
controls, a spokesperson said. The auditors have notified the comptroller's office they are investigating a
possible internal deficiency.
Finally, the Department of General Services expressed thanks to NewsChannel 5 Investigates for
bringing "to light a record-keeping deficiency of which our department was previously unaware."

Demobilization and Reintegration Officer” under the UN’s Department of Peacekeeping Operations based out of New

UN Publicly Prepares For Gun Confiscation In

We know they have been planning it for years, and the documents are legion. Now they are
preparing to go operational.
The UN’s page on DDR operations explains what role the DDR officer
will be expected to undertake;
Disarmament is the collection, documentation, control and disposal of
small arms, ammunition, explosives and light and heavy weapons from combatants and often from the civilian
population.
Demobilization is the formal and controlled discharge of active
combatants from armed forces and groups, including a phase of “reinsertion” which provides short-term
assistance to ex-combatants.
Reintegration is the process by which ex-combatants acquire civilian
status and gain sustainable employment and income. It is a political, social and economic process with an open
time-frame, primarily taking place in communities at the local level.
The objective of the DDR process is to contribute to security and stability in post-conflict
environments so that recovery and development can begin. DDR helps create an enabling environment for political
and peace processes by dealing with security problem that arises when ex-combatants are trying to adjust to
normal life, during the vital transition period from conflict to peace and development.
Although the posting prompted feverish speculation that the UN was about to embark on a mass gun
confiscation program within the United States, it’s important to note that the DDR program is only currently active
in countries like the Democratic Republic of the Congo, Ivory Coast and Haiti.
However, concerns are understandable given the acceleration in anti-Second Amendment rhetoric and
executive action on behalf of the Obama administration since the 2012 Sandy Hook massacre.
During a town hall event last week, Hillary Clinton asserted that gun control opponents should not be allowed
to hold an opinion that “terrorizes” America.
Earlier this month, President Barack
Obama also cited Australia’s draconian gun confiscation program as an example to be followed by the
U.S.
“It’s no secret that the US government has been preparing riot gear, guns, ammunition, and
detention centers for a
major calamity that will likely involve violence and widespread civil
unrest,”
writes Mac Slavo. Should such an event ever take place the first order of business will include a declaration
of martial law. And just as we saw during Hurricane Katrina, when the U.S. Constitution has been suspended gun
confiscation is soon to follow.”
Since the 1990′s, Alex Jones and Infowars reporters have attended numerous urban warfare training
drills inside the United States, many of which included exercises based around disarming American citizens. Foreign
troops were also present at many of these drills.
Infowars first became aware of this story a week ago having been contacted by active duty military
officials who saw the advertisement before it was posted publicly and we are currently working on a deeper angle

The plans to implement martial law in America have been taking shape for decades, hidden behind
"Continuity of Government" contingency planning. Now, with public outcry over the banker bailout bill at fever
pitch, all of the pieces are in place for the U.S. Army to start policing American citizens.
Out of 47 “scenarios” being
practiced by first responders during Urban Shield 2013 this October 25 – 28 in the San Francisco Bay Area, at
least 20 of them are “domestic” – either stated explicitly, or implied (see below in BOLD CAPS) – and
possibly more.
Overall, the scenarios vary widely in scope – up to and including “odor investigation” – but the “domestic
terrorists” are generally characterized as being anything from “anarchists” (Tea Partiers? Christians? Patriots?)
to “homegrown” terrorists (recent American-Moslem converts duped into FBI-sting operations?)
Interesting to note that, as of this writing, the English “Urban Shield” Wikipedia entry has disappeared… but
you can still get it in French. (Too bad for you if you don’t read French.)
However, there is still a brief mention of Urban Shield in the English Wikipedia entry for the Alameda County
Sheriff’s Office (ASCO).
According to Wikipedia’s ASCO entry, Urban Shield is the largest urban “SWAT” exercise in America. Always held
in autumn, it provides “opportunities” for first-responder teams from all over the nation to train in what appears
to be mostly “terrorist” scenarios.
(As an aside – since I scan the news feeds daily – I’ve been noticing variations of ALL these “scenarios” making
the news on a regular basis, including recently locking down an entire school district in Richmond, California due
to an “odor investigation”… for an odor which turned out to be from a smelly barge starting its engine several
miles outside the city limits. Oh, the hysteria.)
You should also be pleased and comforted to note that among the many “public/private partners” (and corporate
sponsors) taking part in this year’s Urban Shield will be the Boy Scouts, FedEx and Verizon Wireless.
And, in addition to the 18 federal agencies listed (including Louisiana State University?), there will also be
12 foreign countries keeping us safe from domestic terrorists: Israel, Brazil, Guam, Israeli Yamam, Norway,
Switzerland, France, Jordan, Bahrain, Singapore, Canada and Qatar.
With all this “help” – in what is turning out to be a huge multi-billion dollar industry – it makes you wonder
who is keeping us safe from the “helpers?”

The economic collapse, and ensuing civil

The more impoverished the

EBT card users are threatening to stage Rodney King-style
riots in Los Angeles if the electronic food stamp system crashes again, following Saturday’s failure which prompted
looting at several Walmart stores.
An EBT card user interviewed in the video
above (2 minutes 30) comments, “They better resolve something because if it stays like this there’s gonna be an
uproar in the city of L.A.” When the man is asked to clarify, he respond, “A Rodney King baby!”
The man is referring to the 1992 L.A. riots, spurred by the Rodney King beating, which resulted in
53 deaths, 2,000 injuries and over $1 billion dollars in property damages.
Several Walmart stores suffered looting and “mini-riots” following Saturday’s EBT card shutoff,
which was caused after a routine check by vendor Xerox Corp. resulted in a system failure.
Managers were
forced to close a Walmart in Philadelphia, Mississippi when people reacted to the failure by staging a
“mini-riot.”
Meanwhile, at Walmart stores in Springhill and Mansfield, Louisiana, shoppers attempted to loot
hundreds of dollars worth of groceries after the glitch temporarily allowed them to make unlimited purchases on
their EBT cards.
“Walmart and local police in Springhill and Mansfield confirmed to CBS affiliate KSLA that officers
were called into the stores to help maintain order Saturday as shoppers swept through the aisles at two stores and
bought as much as they could carry,”
reported CBS News.
A man who entered the Walmart in
Mansfield just after the looters fled saw rows of empty shelves that had been stripped bare.
As we highlighted
yesterday, if looting began after just hours of the EBT (Electronic Benefits Transfer) system being down,
imagine what would happen if food stamps were delayed for a period of five days.
That’s what will happen if the US fails to raise its debt ceiling by the end of this week. Social
Security checks will also be delayed.
Numerous EBT card users also took to Twitter following Saturday’s failure and said they expected
riots to occur.

Infowars has confirmed the identity and authenticity of
the source of the video below as a member of the U.S. Army military police in Arizona.
The video, shot in September 2013, shows an army commander
briefing the MPs on their new command structure under the Federal Emergency Management Agency and the Department of
Homeland Security for domestic operations with the National Guard.
The MP began recording the exchange after being shocked to hear that they were now under FEMA control.
In this video you can clearly hear the commander discuss the suspension of the
Constitution for martial law and gun confiscations in America.
In essence, the military police is to provide security for FEMA while the agency confiscates our guns during a
government-declared domestic crisis.
“They did that in Katrina, right,” the commander said. “They just go on and take away people’s guns.”
This is yet another piece of the larger pattern of demonization of gun owners, libertarians, conservatives,
Christians and anyone who will not bow down to enslavement by a hijacked government occupied by ruthless tyrants
who desire only total control.

Following up on recent and unannounced training exercises
in Florida and Washington state, the U.S. military is conducting a drill in Chicago.
The Windy City’s Office of Emergency Management and Communications (OEMC) told the Chicago Tribune on Tuesday it is
providing support for “routine military training exercises,” including flying helicopters in the downtown area of
the city at night.
“The training sites have been carefully selected to minimize the impact on the daily routine of residents,” the
OEMC said in a statement released to the public.
According to a 2013 U.S. Census Bureau report, 2,695,598 people live in Chicago. Population density is
11,841.8 residents per square mile, making it one of the most populated urban areas in the United States.
The “realistic urban training” conducted by the U.S. Special Operations Command, based at MacDill Air Force Base
in Tampa, Florida, includes the participation of soldiers from the 160th Special Operations Aviation Regiment
headquartered in Fort Campbell, Kentucky.
According to the Tribune, the training is designed to prepare military personnel for overseas deployments.
In July, we
reported on an Army exercise conducted in Port Angeles, Washington, that turned the small city into a
simulated war zone and terrorized residents. Frightened citizens flooded the police with phone calls complaining
about low flying Chinook helicopters.
“Because of the volume of the complaints that we heard, I want to let the Army base know that if it’s necessary
to fly over populated areas, we want advance notice,” Clallam County Sheriff Bill Benedict told the
Peninsula Daily News on July 12.
In January, we reported on the U.S. Army along with other agencies taking over the Carnegie Vanguard High School
in Houston,
Texas. Alarmed residents called police and complained about gunshots and helicopters.
Earlier that month, a training exercise “designed to ensure that military personnel are able to operate in urban
areas and to focus on preparations for overseas deployment” rattled residents of Miami, Florida. The
exercise included simulated machine gun fire over a downtown Miami freeway.

Earlier this month a Democrat member of the Chicago City
Council called for putting troops on the streets in response to a wave of violence. “I’m calling for the National
Guard to come to Chicago and ride up and down these streets,” declared Rep. Monica Davis. She demanded the Governor of Illinois, Patrick Quinn, deploy the State
Police and the National Guard. In addition, Davis suggested Quinn appoint a task force to “guide the behavior of
the National Guard. We don’t want them to have us fearing them also. We want them there for safety and
protection,” The News Gazette reported on July 10. The move by Davis demonstrates the readiness of
government bureaucrats to propose militarized solutions to social problems.
Alex Jones and others have linked increased military exercises conducted in populated urban areas to an effort
by the government and the military to acclimate the citizenry to the presence of combat troops on American
streets.
In addition to increased military exercises, the federal government and the United States Northern Command
announced the deployment of military units for domestic homeland security missions. In September, 2008, the Army’s
3rd Infantry Division’s 1st Brigade Combat Team was assigned various tasks including “civil unrest and crowd
control,” a detail that was later denied by Northcom despite the concession that forces would be armed with both
non-lethal and lethal weapons as well as having access to tanks, we reported on November 4, 2008.
“In the next three years the military plans to activate and train an estimated 4,700 service members for
specialized domestic operations, according to Air Force Gen. Gene Renuart, commander of U.S. Northern Command,
which was created in 2002 for homeland defense missions,” reported the Colorado Independent on November 2, 2008.
The Federal Emergency Management Agency added to the heightened state of domestic
militarization in 2012 when it announced it had graduated its first class of FEMA Corps members under the rubric
of emergency response preparedness. “While the idea of having a volunteer force of tens of thousands of
volunteers scattered across the country to aid in times of natural disasters sounds great, the details and
timing of this new government army is somewhat curious, if not disturbing,” Infowars.com noted on October 18, 2002.
“Over the past two years, President Obama has signed a number of Executive Orders suspending all civil and
Constitutional rights and turning over management of an America under Martial Law to FEMA. Also in that time,
domestic federal agencies under DHS, including FEMA, have ordered billions of rounds of ammunition as well as the
corresponding firearms. Admittedly, these new weapons and ammunition aren’t to be used in some far-off war or to
fight forest fires in California, but right here on the streets of America.”

Military “exercises” in populated urban environments are
now so routine, so commonplace, they are no longer reported by the national media and are left as “human interest”
stories for local news stations.
For instance, in Miami last Thursday, units of the military
industrial complex staged yet another training exercise.
“Diving Blackhawks, blank rounds of machine gun fire, strafing runs, troops rappelling from choppers, and road
blockades,” writes Karen De Coster. “All over the skies of Miami at night, just a few days ago. According to
this local TV clown in the video, this event was for the purposes of ‘meeting requirements,’ preparing for
overseas military drills, and making sure the equipment is in check.”
In the above video, we hear the staccato of door guns pounding away as “military-style choppers” swooped a
couple hundred feet above traffic on I-395 in downtown Miami.
The training is designed to ensure that military personnel are able to operate in urban areas and to focus
on preparations for overseas deployment. It also serves as a mandatory training certification requirement.
An “exercise” to acclimate Floridians to the presence of military troops (invariably mingled with cops also
sporting combat attire and weapons) went down in April, 2011 and “frightened many residents in the area.”

Marines and sailors will invade Jasper County, South
Carolina, this week, The Island Packet reported on Sunday.
The 26th Marine Expeditionary Unit will train in the town of Ridgeland, the county seat, in preparation for
“deployment to Mediterranean and African shores,” 2nd Lt. Gerard R. Farao told the newspaper.
The training will be coordinated with local, county and state agencies and officials, including the Ridgeland
police and fire departments, a Marine Corps news release states.
Residents are warned “training could take place at any time” this week in the town and they will “likely see and
hear military vehicles and possibly see aircraft” along with soldiers in uniform carrying weapons.
“Some exercises will take place at night. Residents might hear ‘popping’ sounds as Marines fire blanks. The
blanks do not pose a hazard for residents, Farao said,” the Beaufort Gazette reports. “Although there is no danger,
Farao said residents should stay away if they see training under way or uniformed personnel.”
Military training exercises simulating urban combat are now routine across the country. Last week we reported on
exercises in Miami, Houston and Galveston, Texas. Over the past year, the Pentagon has conducted training exercises – often
without warning and to the surprise and concern of civilians – in Massachusetts, Los Angeles, South Florida, South Dakota, Minneapolis, Wisconsin, and elsewhere.
The Pentagon insists these exercises are necessary for urban combat situations in Afghanistan, Iraq, and in the
months ahead, Africa, where it insists al-Qaeda is active.
However, the exercises have a more immediate and important function – to acclimate civilians at home to the
presence of combat soldiers working in concert with militarized police with the blessing of local officials (and
often with funding provided by the federal government).
The founders understood that standing armies pose a serious threat to liberty. “A standing military force, with an overgrown Executive will not long be
safe companions to liberty,” said James Madison. He also warned that no “nation could preserve its freedom in
the midst of continual warfare.”
“A standing army is one of the greatest mischief that can possibly happen,” warned Madison’s vice president,
Elbridge Gerry. He added that standing armies are “the bane of liberty.”
Thomas Jefferson lamented that a provision against standing armies was not included in the Constitution. “Nor is
it conceived needful or safe that a standing army should be kept up in time of peace,” he said in 1801. “The spirit
of this country is totally adverse to a large military force,” he wrote to Chandler Price.
Far too many Americans understand the great danger a standing army – and one that actively trains with local
police, often at the behest of “an overgrown Executive” – is to the preservation of liberty.

residents have been warned to not be alarmed at the sight of U.S. Army tanks rolling down residential neighborhoods
after sightings of the vehicles provoked fears of martial law.
Army Prepares Tanks For War On America
The exercise is
part of a U.S. Army program run by military police from Fort Meade, Maryland focused around training MPs from St.
Louis how to drive heavily armored tanks “on highways and on city streets.”
Sightings of the tanks prompted hundreds of residents to flood news
channel KSDK’s Facebook page, with some expressing fears that martial law had arrived with others promising to
“stop and salute” the tanks as they rolled by.
Reporting that he was told by the Army not to disclose the location
of where the exercise was operating out of for “security reasons,” KSDK reporter Casey Nolan downplayed the
exercise as “not such a big deal.”
U.S. Army Sergeant Cornelius Ivory discouraged citizens from taking video and
photographs of the tanks and urged them not to get too close.
“They need to know to stay away from it,” Ivory told KSDK.
The exercise will run from June 21-28 in St. Louis, with the presence of the tanks
being most noticeable in the area of the sixth district.
As we have exhaustively documented, the increasing shift towards domestic
militarization of law enforcement is part of the acclimation process to get Americans comfortable with the idea of
troops and tanks on the streets as a routine occurrence.
Earlier today we reported on how scores of
paramilitary troops and soldiers appearing to be from the National Guard were deployed onto the streets of
Hartford, Connecticut to break-up a recent annual Puerto Rican-American cultural event.
This is just the latest of scores of examples of how the military and National
Guard is increasingly being deployed domestically to target the American people.
National Guard and U.S. Army troops are routinely involved in ‘urban warfare
training’ drills. Usually such drills take place within the confines of military bases, however, more recently
heavily armed troops are increasingly seenpatrolling residential neighborhoods and even
the downtown areas of major US cities.
Back in 2008 the
Washington Post reported how 20,000 U.S. troops returning from Iraq
would be stationed inside America under Northcom for purposes of “domestic security” from September 2011
onwards.
An article published in the May/June issue of Foreign Affairs, the mouthpiece for the influential
Council on Foreign Relations, Chief of Staff of the U.S. Army, General Raymond T. Odierno, advocates the army be
“transitioned” into a more “flexible force” by deploying in situations normally reserved for domestic law
enforcement officials. He argues that by doing so, troops will be better equipped to deal with conflict
elsewhere.
Domestic deployment of troops for purposes of law enforcement is a clear violation
of section
1385 of the Posse Comitatus Act, which states, “Whoever, except in cases
and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the
Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or
imprisoned not more than two years, or both.”

As military vehicles roll down streets and highways in St. Louis, Missouri
amidst rising concerns about martial law, the U.S. Army has admitted that having
troops conduct law enforcement duties is illegal in the United States.
Advocating that America ape foreign countries where troops patrol the
streets,one resident told Fox 2, “I think it’s the same way when
you go to other countries…they don’t have police officers they have troops, and I think it kind of scares a lot of
people…it might cut down on a whole lot of crime because they don’t know if they’re military or the
police.”
“I think it’s fantastic because it might slow down some of the crime
rate,” added another.
In a
separate KSDK report, although acknowledging that some had expressed fears
about martial law, the news channel emphasized how other residents had vowed to “stop and salute” the tanks as they
rolled by.
However, in aKPLR
St. Louis report, Capt. William Geddes of the U.S. Army Reserve is quoted
as saying it’s, “Actually against federal law for them to do police patrols.”
Perhaps someone should remind Chief of Staff of the U.S. Army,
General Raymond T. Odierno that it is illegal for troops to conduct law enforcement domestically.

publication of the Council on Foreign Relations, Odierno suggested that the army be “transitioned” into a

Indeed, the Army and other branches of the military have already been

soldiers were involved in handling a car wreck in El Paso, Texas, during which a local ABC news reporter and his
cameraman were arrested simply for something they routinely do every day as part of their job – filming traffic
incidents.
These are just a handful of the incidents we have documented over the
last few years where the military has been illegally involved in domestic law enforcement.

Garrison‘s critique of the news that the Army is
drivingmilitary vehicles through the streets of St. Louis,
Missouri, is typical of the media response to this outrageous event – a
local television station’s coverage “really ignited the crazies” in the same way Orson Welles’ War of World
radio broadcast did in 1938, Garrison chides.
Garrison, who writes for the
River Front Times, neglected to note that Welles’ drama was pure fiction, whereas the troops on the streets of St.
Louis are real.
In addition to lambasting Zero Hedge and other sites covering the deployment,
Garrison singled out Alex Jones who he sarcastically states produced the video below “from a basement
bunker.”
Mr. Garrison’s inability to understand the significance of troops on the streets
is sadly normal behavior on the part of the establishment media (and much of the alternative media, as the River
Front Times is billed as a St. Louis “alternative”).
In fact,we note today, many
residents in St. Louis are praising troops on the streets. According to a Fox 2
St. Louis report, “people who live and work in the area think the army
training is a good idea.
Abhorrence to standing armies is spelled out in the Declaration of Independence, a
document many Americans unfortunately do not know and would not understand if they bothered to read it.
“A standing military force, with an overgrown Executive will not long be safe

danger, have been always the instruments of tyranny at home. Among the Romans it was a standing maxim to excite

another violation of thePosse Comitatus Act of 1878, scores of paramilitary
troops and soldiers appearing to be from the National Guard were deployed onto the streets of Hartford, Connecticut
to break-up a recent annual Puerto Rican-American cultural event.
According to Infowars.com local correspondent Prince Vega, armed troops were able
to lock down multiple city blocks in a matter of minutes.
“They had the biggest assault rifles i ever seen on the corner of Affleck Street
(Hartford) in front of the police station. It was blocked off so no one can get through or even film it. They were
jumping from all kinds of different trucks and cars on every corner where people gathered, and bullied everyone”,
said Vega.
It’s still unclear exactly which branch of the military or special forces the
troops were from.
Vega explained,“We didn’t notice any markings, but even friends of mine from the
military said that those people aren’t regular policeman. They had armed men in uniform sitting in the back of
trucks openly carrying assault rifles like they were grocery bags – it freaked everyone out”.

The U.S. Army dispatched soldiers to patrol the streets of Samson,
Alabama, a small southern town where a rampaging gunman killed 10 people on Tuesday. This obvious violation of the
Posse Comitatus Act prohibiting the federal uniformed services from exercising state and local law enforcement was
completely ignored by the corporate media with the exception of Reuters and the London Telegraph (see photo and
video).
On September 30, 2008, theArmy Times reported
the 3rd Infantry Division’s 1st Brigade Combat Team, a component of Northern Command, would be “on-call” in
response to “natural or manmade emergencies and disasters, including terrorist attacks.” The Army Times article
reported the military would be used for “crowd and traffic control” and be issued “nonlethal weapons designed to
subdue unruly or dangerous individuals without killing them.” According to the article, “expectations are that
another, as yet unnamed, active-duty brigade will take over and thatthe mission will be a permanent one..” (Emphasis
added.)
In early 2006, the 109th Congress passed a bill containing controversial
provisions granting the president the ability to use federal troops inside the United States in emergency
situations. These changes (in Section 1076) were included in the John Warner Defense Appropriation Act for Fiscal
Year 2007.
In 2008, Congress restored many of the earlier limitations on the president’s
ability to deploy troops within the United States, but Bush issued a signing statement indicating he was not bound
by the changes.
“The story of how Section 1076 became law vivifies how expanding government power
is almost always the correct answer in Washington,”James Bovard wrote
for the American Conservative on April 23, 2007. “Some people have claimed the provision was slipped into the
bill in the middle of the night. In reality, the administration clearly signaled its intent and almost no one in
the media or Congress tried to stop it.”
The dispatch of troops to Alabama in response to a local law enforcement situation
represents a further erosion of Posse Comitatus and the continued federalization of state and local law
enforcement.

Finally, the corporate media in Britain has exploited the situation in an effort
to denigrate the Second Amendment and the Bill of Rights. In a transparent propaganda piece (see video above), the
Telegraph states that “mass shootings have become a feature of life in the U.S. in recent years. Guns are widely
available for purchase in a country that prides itself on the right to own weapons for self defense and hunting.”
Britain has some of the most restrictive gun legislation in the world.
After Britain’s government banned guns in 1997, the rate of violent crime more
than doubled. “A recent study of all the countries of western Europe has found that in 2001 Britain had the worst
record for killings, violence and burglary, and its citizens had one of the highest risks in the industrialized
world of becoming victims of crime,” historianJoyce Lee Malcolm wrote for the fall 2004 issue of Journal on Firearms & Public Policy.

Army Chief Says Military Will Be Used To Provide “Rapid Response Options”
As the Department of
Homeland Security and local law enforcement fuse into a single militarized policing apparatus for the whole of
America through the use ofmassive surveillance warehouses,eye-in-the-sky drones andhybrid task forces, the
U.S. military will continue to expand it’s role in domestic affairs, including in the event of natural disasters
and terror related crises. So says Army Chief of Staff Raymond Odierno, who recently penned an article
inForeign Affairs, a
propaganda mouthpiece published by theCouncil of Foreign Relations, an organization well known for having its hand in the economic, financial, social, military
and political policies of every developed nation on Earth.
The Council on Foreign Relations (CFR) proposes that the U.S. Army be used to
plan, command, and carry out (with the help of civilian law enforcement) domestic police missions…
…the CFR would see the Army used to address “challenges in the United States
itself”in order to keep the homeland safe from domestic
disasters, including terrorist attacks.
Odierno writes:
Where appropriate we will also dedicate active-duty forces, especially
those with niche skills and equipment, to provide civilian officials with a robust set of reliable and rapid
response options.
That’s right. Should the sheriff suspect that a particular citizen in his
county poses a threat to security and feels he doesn’t have the proper “skills and equipment” to deal with the
situation, he can just call out the U.S. Army and bring a
“rapid response” force that is robust enough to eliminate the problem.
These are not the musings of an unknown
academic written in an obscure journal of little
importance.These are the black-and-white plans for “building
a flexible force” as laid out by the man in charge and published for all the world to read by the people who
may have put him there.
In order to justify this new (and illegal) mission for the Army, General
Odierno points to three “major changes” that have precipitated the re-tasking of the troops: First, “declining
budgets due to the country’s worsened fiscal situation; second, “a shift in emphasis to the Asia-Pacific
region; and third, a “broadening of focus from counterinsurgency, counter-terrorism, and training of partners
to shaping the strategic environment, preventing the outbreak of dangerous regional conflicts, and improving
the army’s readiness to respond in force to a range of complex contingencies worldwide.”
The head of the U.S. military, in a publication for an organization that is hell
bent on centralizing the activities of sovereign nations into a single global entity, has outlined the
intentions of our government, military, and international community for future deployment in what’s shaping up to
be America’s next theater of operations – the domestic front.

right into the protesters’ hands.)
UPDATE: It’s not actually a “tank,” of course, though it certainly
looks like one. It’s a “12-ton armored personnel carrier.” It is supposedly for “rescue” operations, though why it
needs to be armored to do that is not clear.

The Transportation Security Administration is set to purchase 3.5 million
.357 SIG caliber bullets, enough for its agents to fire 9,400 rounds a day, every day of the year.

According to a
solicitation issued by the agency on August 16, the TSA is looking to buy “3,454,000 rounds of .347 SIG
Caliber Training Ammunition”.
Although TSA agents in airports are currently unarmed, last month the TSA announced its plan to hire the
use of a firing range within a 20 mile radius of LaGuardia Airport in order to train TSA workers.
The federal agency’s huge bullet buy could signal an expansion of its controversial Visible
Intermodal Prevention and Response (VIPR) program, where teams of armed TSA officers patrol railroad stations, bus
stations, ferries, car tunnels, ports, subways, truck weigh stations, rest areas, and special events.
VIPR teams currently conduct around 8,000 operations a year. As well as providing security at
transport hubs, VIPR teams are now being used to keep tabs on fans at sporting
events.

notes, the amount of ammunition being purchased, “means the TSA could fire off more than 9,400 rounds per day,
every day of the year, to consume that entire quantity annually.”
Significant bullet purchases by the TSA are likely to fuel concerns that the federal government is
arming itself to the teeth in preparation for some form of domestic unrest or other catastrophe, following the
Department of Homeland Security’s commitment to
purchase more than 1.6 billion rounds of ammunition over the course of the last 18 months.
As we
reported last week, Congressman Jeff Duncan’s attempt to get answers on why the IRS is also training its agents
with semi-automatic AR-15′s designed for “standoff capability” has been ignored by the federal agency.
Soldiers at Fort Hood in Killeen, Texas received training
last week on how to “manage themselves in peaceful situations involving civilians,” reports KDH News.
The timing of the training is interesting when analyzing America’s current economic state, which is bordering on
collapse. American investment broker, businessman, author and financial commentator Peter Schiff warns us that we are in worse shape now economically
than we were just before the 2008 financial crisis, which we still have yet to recover from.
Soldiers whose training has always revolved around enemies in foreign
combat zones, is now focused on American civilians. Troops underwent “crowd and riot control” training at Fort
Hood’s Elijah urban training site last week.
The exercises, which were originally reported by Killeen’s local news and painted in a very positive light, also
involved the use of “role players.” The report states the potential uses for the crowd control training ranges from
“peaceful protestors to full on riots,” and also includes how to deal with natural disasters, such as Hurricane
Katrina.
In an obvious attempt to normalize the training, and prevent the public from panicking, the paper’s report
quoted military personnel as basically loving the new exercises.
“I always like trying new things,” said team leader Sgt. Tyler Holt. “All the guys seem to enjoy the fun
training. It’s also team-building.”
Soldiers reportedly learned unifying formations, verbal and hand signals, and chants including “Get Back”– which
is meant to be spoken while soldiers step their feet towards the crowd in an intimidating fashion.
Sgt. 1st Class Nicholas Ford, a platoon sergeant says the learned actions send a “clear, concise message that’s
not demeaning or harmful to the crowd.”
His statement to the paper defending the training is to be expected, however, we know that the training is not
meant to help soldiers deal with civil unrest peacefully, but in a police state-like manner meant to suppress,
injure, arrest and potentially kill peaceful protestors.
Inside military sources have repeatedly confirmed the military is planning and training for civil unrest. The
federalization of the police force is one of the best indicators of this.
Police departments all over the nation, even tiny rural communities, are receiving robust, intimidating military
equipment designed to be used against civilians for next to nothing in costs.
The Ala. Cullman Police Department recently received a $400,000 armored MRAP (Mine-Resistant Ambush Protected)
surplus military vehicle for free, meant for use by the tactic unit.
“The department applied for the military surplus vehicle, much like other police departments are receiving
military vehicles to be used for tactical purposes,” said the police chief.
They argue it will be used to respond to active shooter scenarios and “certain situations” that may occur in the
community.
In February Infowars broke the story exposing a DHS supplier that was providing the
government agency with shooting targets featuring pregnant women, mothers in playgrounds and elderly American
gun owners.
Last March Infowars writer Adan Salazar broke some disturbing news when he came across a Department of Defense training manual obtained by a conservative watchdog group that
labeled people who embrace “individual liberties” and honor “states’ rights,” as potential “extremists.”

As evidence mounts that the U.S. military is being trained
to engage citizens domestically, the lack of outcry from the American people has been astounding.
Exactly why the military is undergoing training in this regard is still
unclear.
It could be related to a potential welfare state collapse, which could be triggered by cuts to food stamps or social security benefits. According to the Social Security Administration, “9 out of 10 individuals age 65 and older receive Social
Security benefits.”
Another possibility is that the military is gearing up for another type of staged false flag event, which is desperately needed to relieve Obama’s flagging approval rating, and which will in turn help further instill fear in
Americans and keep them looking to government for solutions.
A gun confiscation offensive targeting “bitter clingers,” tea party conservatives, or
“conspiracy theorists” who support the Second Amendment is also not completely out of the picture, as one MP in
Arizona recently confirmed to Infowars.
While Infowars and others have diligently documented these unprecedented developments, the sleeping giant that
is the American people has thus far failed to offer a reciprocal response through protest, activism or other
means.
The question must be asked: Will Americans put up with their own countrymen attacking them? All signs
unfortunately point to a resounding “Yes.”
Americans already have complete apathy towards eugenicist practices carried out by the likes of Planned Parenthood in the form of abortion, sterilization and other artificially induced procedures.
Americans already put up with massive wealth redistribution schemes, like Obamacare which, under the guise of
wanting to keep everyone healthy, is actually set up to annihilate the middle class through increased taxation.
Indeed, it seems Americans know no limit when it comes to allowing the federal government to further erase
liberties in the name of safety, activities which far exceed what America’s forebearers initiated a revolt
over.

The Department of Defense has been conducting training
exercises in several cities in Arizona in preparation for “urban operations,” unbeknownst to its citizens.
“Right now the military is in the middle of a big training
exercise over Phoenix for the second night in a row. People are calling the 3TV News room wondering what’s
happening,” claimed the 3TV news anchor.
Phoenix residents were so alarmed to hear swarms of military helicopters flying overhead that they phoned their
local news outlet to ask if they had somehow crossed over into a warzone.
“They were very close to the buildings,” one witness told 3TV News. “…they would go back up and they would take off and just fly and then they would
stop and then go again.” The interviewee was unable to tell what type of helicopters were used as the exercises
were conducted under cover of night.
Phoenix PD confirmed to 3TV News that the DoD was indeed conducting training exercises “trying to get military
personnel certified in urban operations so that when they go overseas they are prepared.”
That the military owns plenty of abandoned buildings and mock towns for training purposes was not questioned by
local news.
AsInfowarshasexhaustively documented, military exercises are routinely conducted in residential and urban
areas as a way to acclimate citizens into accepting a constant military presence in lieu of local law
enforcement, and in order to soften the gradual dissolving of posse comitatus, the law that supposedly bars federal military personnel from enforcing
state laws.
In Alex Jones’ film Police State 2000, Alex exposed several federal drills that took place in Texas in total
disregard of public safety and without express permission from local law enforcement. Alex also details how
Russian troops were allowed to join in on terrorizing the public.
KTVK says other Arizona cities should expect military helicopters in the near future, as locations in Glendale,
Scottsdale, Mesa, and Tempe have also been chosen as training grounds.

The Super Bowl will provide a
venue to acclimate the American people to the presence of the military. The Defense Department said on Friday it
will play a major role – with air defense, ground troops, a flyover and other contributions – at the high profile
event.
Despite a flight restriction
zone imposed over New Jersey’s MetLife Stadium, F-16 fighters will patrol the skies.
National Guardsmen will attend the event for security and “community relations.”
There will be a 32-member armed forces chorus that will contribute to the national
anthem.
Black Hawk attack helicopters and Chinook transports from the 101st Airborne Division
(Air Assault) will do a flyover. It was requested by the NFL, Col. Steve Warren told Politico.
The flyover will cost around $100,000. There was no estimate provided on how much it
will cost taxpayers for the remainder of the Pentagon’s public relations stunt. “This is the type of audience we
want to connect with,” Col. Warren explained.
In addition to in-your-face military displays, football fans will be subjected to
unprecedented security at the event: 700 troopers, 3,000 security guards, and state, local, county and federal
“assets,” according to Fox News.
The Department of Homeland Security, the FBI, the TSA and other federal agencies will
be involved, which is to say the American people will be obliged to pay millions for over-the-top security while
the Seahawks and the Broncos throw around a pigskin ball.
As usual, there is no specific terror threat.
“Of particular concern to us is what was going on overseas in Volgograd in regard to
the Sochi Olympics. As you know both of those bombings were targeting mass transit,” said Col. Rick Fuentes, head of the New Jersey State Police.

The U.S. Army has built a 300 acre ‘fake city’ complete
with a sports stadium, bank, school, and an underground subway in order to train for unspecified future combat
scenarios.
The recently opened site is located in
Virginia and was built at a cost of $96 million dollars, taking just two years to complete.
While the city was ostensibly built to prepare U.S. troops for the occupation of cities abroad,
some will undoubtedly fear that the real intention could be closer to home. Although the site includes a mosque,
the town looks American in every other way, with signs in English.
The fact that, as the
Telegraph reports, “The subway carriages even carry the same logo as the carriages in Washington DC,” could
suggest that the site was built to double both as a foreign city and a mock domestic town.
According to Colonel John P. Petkosek, “This is the place where we can be creative, where we can
come up with solutions for problems that we don’t even know we have yet….This is where we’ll look at solutions for
the future–material solutions and non-material solutions…anything from how you’re going to operate in a
subterranean environment to how you dismount a Humvee to avoid an IED strike.”
The increasing demonization of domestic political groups as extremists has prompted numerous
scenarios where commentators have suggested that U.S. Army and National Guard personnel could be needed to quell
civil unrest.
In 2012,
an academic study about the future use of the military as a peacekeeping force within the United States
written by a retired Army Colonel depicted a shocking scenario in which the U.S. Army is used to restore order to a
town that has been seized by Tea Party “insurrectionists”.
The study dovetailed with a leaked U.S. Army
manual which revealed plans for the military to carry out “Civil Disturbance Operations” during which
troops would be used domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during
mass civil unrest.
The manual also describes how prisoners will be processed through temporary internment camps under
the guidance of U.S. Army FM 3-19.40 Internment/Resettlement Operations, which outlines how
internees would be “re-educated” into developing an “appreciation of U.S. policies” while detained in
prison camps inside the United States.
Fort Hood soldiers are also being taught by their superiors that Christians, Tea Party supporters
and anti-abortion activists represent a radical terror
threat, mirroring rhetoric backed by the Department of Homeland
Security which frames “liberty lovers” as domestic extremists.
Last year, former Navy SEAL Ben
Smith warned that the Obama administration is asking top brass in the military if they would be
comfortable with disarming U.S. citizens, a litmus test that includes gauging whether they would be prepared to
order NCOs to fire on Americans.
During a recent Ohio National Guard exercise, second amendment proponents were portrayed as domestic terrorists as part of a mock
disaster drill.

Fallujah came to Florida this week as residents in Fort
Lauderdale were shocked to see Navy SEALS practicing storming a university building from a Black Hawk chopper as
part of military drills taking place this week in Broward County.
As we reported yesterday,
the media only announced that a Department of Defense exercise was taking place across the county after panicked
residents reported low flying military helicopters on Monday evening.
The clip above shows a Black Hawk helicopter hovering low over the Florida Atlantic University
building in in downtown Fort Lauderdale.
“They’re going to the top of FAU,” remarks the cameraman, adding, “That’s the big boy, look how big
that one is man,” as the chopper hovers over the building. “Look at all the guys that are hanging on the side,
practicing,” he adds.
In another clip from a different area of Fort Lauderdale, a man exclaims, “There are frigging Black
Hawks flying around my condo.”
While the DoD says the exercises are designed
to train U.S. troops in urban warfare techniques for use overseas, local reporter Chris
Joseph said the drills served the dual purpose of “scaring the crap out of people,” just as similar drills in
Miami in 2012 terrorized residents. Such drills habitually stoke concerns that authorities are acclimating
Americans to accept a state of martial law.
News of the planned exercises
first broke last month, but the city refused to release details due to “national security concerns”. According
to the Sun-Sentinel, the drills, which run until tomorrow, will also involve “flash-bang devices and the sounds of
gunfire”.
The exercises, which involve the Naval Special Warfare Development Group, will also be centered
around using, “low-flying helicopters and simulated ammunition to train personnel on a “rooftop fast-rope
insertion” into a building,” according to the report.
The drills will also involve the military conducting airborne surveillance of the city, although
the U.S. Special Operations Command’s public affairs officer Ken McGraw said, “This collection will not be used to
support local, state or federal law enforcement investigations.”
In another clip, a resident remarks, “Oh boy, here they come, this is like awesome,” as Black Hawk
helicopters fly overhead.

“Black-ops” helicopters with their lights
turned off buzzed Kentucky and Cincinnati residents last night as part of an unannounced military drill, with one
eyewitness telling Infowars the maneuvers resembled something out of a “war zone”.
Under the headline, Yes,
Those were ‘Black Ops’ helicopters over Florence, 700WLW News reports, “Several callers to the 700
WLW news room overnight said that there were “black ops” helicopters flying over the Florence area. Our news
partners at Fox 19 said they received calls as well. Callers said that they spotted at least two choppers, and
they were running without lights.”
The news station confirmed with Boone County dispatch center there were indeed “black ops”
helicopters flying over northern Kentucky and the Greater Cincinnati area and that they were part of an exercise
out of Fort Campbell which was using Lunken Airport as a base.
“The Army said it had coordinated the exercise with appropriate leaders,” states the report,
although there was no indication that citizens were told in advance of the drill. The purpose of the exercises was
also withheld. The Army also claimed that, “the safety of the personnel and the public was maintained,” despite the
fact that the choppers’ lights were turned off.
An Infowars reader and a Florence resident emailed to inform us that he was suddenly awoken at
midnight by the exercises.
“I woke and looked but could not see a thing. I knew the sound because of the deep whip and
vibration. No lights or indicators were on to view the presence. Two pass overs and maneuvering you would expect in
a war zone,” he stated, adding, “What is this government thinking?”
Although the term “black helicopters” is used as a pejorative slur by the mainstream media, such
aircraft are often a part of unannounced military drills over metropolitan areas which have stoked concerns that
Americans are being pacified into accepting martial law-style activities as routine.
In 2012, Miami residents
were shocked to be awoken by a military exercise in the middle of the night which involved helicopters,
fighter jets, along with simulated gunfire and grenades. Black Hawk helicopters also flew low over Los Angeles during a military drill the same
year.

The Telegraph is confirming the construction of this small town military simulation that will be used to
train troops for combat against the American people.
Unlike the urban training centers we’ve seen before where the buildings are just empty concrete block structures
or even plywood facades, this town is very detailed with glass windows, handicap parking signs, speed limit signs,
logos on the subway that match the DC metro, and even a small town steeple (that was originally claimed to be a

In a rare admission, Robert Gibbs, the former White House
Press Secretary under Obama, told reporters Sunday that he was ordered to act as if there was no such thing as an
active US drone program.
“When I went through the process of becoming press secretary, one of the first things they told me was, you’re
not even to acknowledge the drone program,” Gibbs said on MSNBC’s “Up With Chris Hayes” this past weekend.
Gibbs said that he was told “You’re not even to discuss that it exists.”
Noting that the notion was “inherently crazy”, Gibbs said “You’re being asked a question based on reporting of a
program that exists.”
“So you’re the official government spokesperson acting as if the entire program—pay no attention to the man
behind the curtain.” Gibbs, who was Press Secretary between 2009 and 2011, said.
Gibbs stated that he expects the drone program to remain secret for the most part, despite moves in Congress to
force more transparency.
“I have not talked to him about this, so I want to be careful,” Gibbs said, “but I think what the president has
seen is, our denial of the existence of the program when it’s obviously happening undermines people’s confidence
overall in the decisions that their government makes.”
While the program itself remains classified, it is no secret that Obama has vastly expanded the US drone war
since entering office in 2009. Daily drone strikes are raining down on Yemen, Pakistan and Afghanistan, as well as
Somalia.
A recent report released by Washington based think tank, The New America Foundation
revealed that the number of secret US drone strikes in Yemen almost tripled in 2012, compared to 2011.
The Bureau of Investigative Journalism, has found that at least 171 civilians, including 35 children, have been
slaughtered in Yemen by secret US drone strikes over the past ten years.
Communications released by WikiLeaks in 2010 revealed that the US and Yemen have repeatedly attempted to cover
up the use of US warplanes to bombard Yemen.
Last week it was announced that despite the fact that drone strikes have killed thousands of innocent civilians
in Yemen and Pakistan, the Pentagon is to reward drone operators with medals.
The DoD is creating a new ribbon, called the Distinguished Warfare Medal that will be awarded for “extra
achievement” related to a military operation. This will encompass sitting at a computer console and pressing a
button to release Hellfire missiles from Predator drones hundreds and thousands of miles away.
The medal will become the fourth-highest ranking combat decoration, placing above the Bronze Star.
Despite the official secrecy, the president has referred to the drone program several times in public, as have
officials such as counter-terrorism adviser John Brennan.
Last year, the New York Times ran a major piece on the program revealing that the White House
has asserted the right to carry out state-sponsored assassination anywhere in the world without having to
provide any evidence or go through any legal process.
The administration merely has to state that the target is
a terrorist and it doesn’t matter whether they are an American citizen or not, as we saw in the case of American-born Anwar al-Awlaki and his son, who were both killed last year.
In December of last year, Obama administration lawyers reaffirmed their backing for state sponsored
assassination, claiming that “U.S. citizens are legitimate military targets” and do not have the right to any
legal protection against being marked for summary execution.
During a CBS 60 Minutes interview in January, Secretary of Defense Leon Panetta
revealed that Obama himself personally approves the policy to kill American citizens suspected of terrorism
without trial on a case by case basis.
Perhaps the real reason that the administration wants the details of the programme kept under wraps is that, as
reported by Propublica recently, the programme is potentially much bigger in scope than
anyone had previously thought.
The administration’s figures do not add up, they are chock full of contradictions and discrepancies, and there
can be little doubt that there have been many many more civilian deaths as a result of drone attacks than have been
publicly acknowledged.
Akram, who noted that US drone strikes had killed more than 1,000 civilians in Pakistan, also said “We find the
use of drones to be totally counterproductive in terms of succeeding in the ‘war against terror’. It leads to
greater levels of terror rather than reducing them.
Many also contend that the attacks infringe the national sovereignty of Pakistan and constitute an act of
war.
In 2010,
a report by Washington think tank The New America Foundation found that 32% of the more than
1,200 people killed since 2004 in Pakistan, or around 1 in 3, were innocent bystanders rather than dangerous
terrorists.

200 categories of federal crime. The agency was established in 1908 as the Bureau of Investigation
(BOI). Its name was changed to the Federal Bureau of Investigation (FBI) in 1935. The agency
headquarters is the J. Edgar Hoover Building, located in Washington, D.C. The agency has fifty-six
field offices located in major cities throughout the United States, and more than 400 resident
agencies in lesser cities and areas across the nation. More than 50 international offices called
"legal attachés" exist in U.S. embassies and consulates general worldwide.

all terror plots in the US' ...The report reveals that the FBI regularly infiltrates communities
where they suspect terrorist-minded individuals to be engaging with others. Regardless of their
intentions, agents are sent in to converse within the community, find suspects that could
potentially carry out “lone wolf” attacks and then, more or less, encourage them to do so. By
providing weaponry, funds and a plan, FBI-directed agents will encourage otherwise-unwilling
participants to plot out terrorist attacks, only to bust them before any events fully
materialize.
It’s no longer Al-Qaeda,
